Hrant Voskanyan was born on May 15, 1924 in the village of Arajadzor of Kapan region. In 1953 he graduated from Yerevan state pedagogical institute, in 1962 completed his post-graduate study in Armenian state pedagogical institute named after Kh. Abovyan, in 1968 took two-year advanced economic training courses at the General Planning Agency of USSR in Moscow.
In 1941-43 he worked as a teacher. In 1943-46 served in the Soviet army, participated in the Great Patriotic war. In 1946-1954 he worked in Komsomol (Communist Youth League). In 1954-59 he proceeded with teaching again, first as a headmaster, then as head of the national education department of the executive committee of the city council of Kirovakan. In 1959 he was transferred to party work as secretary of the Communist Party of Armenia of the city council of Kirovakan, and then worked as second secretary; in 1965-67 he worked as first secretary. In 1967-73 he held responsible office in the staff of the Central Committee of CPSU. In 1973-75 he headed the party organizational department of the Central Committee of the Communist Party of Armenia (CPA), stood for membership in the Central Committee Bureau.
In January 1975 he was elected secretary of the Central Committee of CPA and Bureau member. In 1985-1990 was elected chairman of the Presidium of the Supreme Council of Armenian SSR, deputy chairman of the Presidium of the Supreme Council of USSR; was elected deputy of 23rd, 26th, 27th conventions of CPSU, deputy of 7th and 9th sessions of the Supreme Council of USSR, deputy of 8th, 9th, 10th, 11th session of the Supreme Council of Armenian SSR.
Voskanyan was awarded with 4 USSR Orders of the Red Banner of Labour, 5 diplomas of the Supreme Council of Armenian SSR, as well as several orders and medals of a number of foreign countries (Columbia, Peru, People’s Democratic Republic of Korea).
In 1999-2003 he was elected MP of the National Assembly of the Republic of Armenia.
He is member of the United Communist Party of Armenia.
For his long-term distinguished social and political activities Hrant Voskanyan was awarded with the order of St. Mesrop Mashtots by the decree of RA President R. Kocharyan on May 27, 2004.
