Hakob Tovmasyan was born in 1969 on June 24 in town of Ararat in a honored workers family. In 1986 he finished secondary school N0 1. From 1986-89 he studied in Technical college in Ararat in the department of Accountancy. In 1987 he served in the Soviet army. In 1990 according to the decision of Ararat HLKEM bureau he worked as a secretary in the industrial complex of cement plant. From 1992-1997 he studied in the "Davit Anhakht" university in the department of international relations and in 2004 graduated department of International Relations of YOU. In 1995 he worked as head of household department of Ararat. In 1997 he was invited to work as a teacher of principles of ecology and politics to medical college. In 1990 he was elected as a deputy of the local Concil, and in 1996 and 1999 he was re-elected. In 1998 he was elected as a chairman of department of household. In 1999 he was elected as an "Honarable citizen" of Ararat. In 2001 on April 3, he was appointed as Vice-Mayor. In 2001 May, he was appointed as an acting of the mayor. In 2001 June, he was elected as a mayor of Ararat. In 2004 he was reelected as mayor of Ararat. In 2004 he entered the state Management academy of Republic of Armenia department of Politics. In 2004 August, he was elected as president of "Ararat" intercommunity unit.
He is also a member of HHK. He is married and has got 2 children.
