Was born in the village of Ararat, Ararat District .
In 1959 he finished local high school.
In 1962-65 he served in the army.
In 1971 he graduated the Law Faculty of Yerevan State University
In 1973-77 he was a post-graduate student.
In 1973-1983 he taught at Yerevan State University.
In 1984-1990 he taught at Yerevan Polytechnical Institute.
In 1984 he defended a doctoral thesis at Moscow Lomonosov University.
He is the autor of a number of articles and monographs.
In 1990 he established Gladzor Management University which in 2000 was housed in a new building equipped with all modern facilities necessary for the education process. In 2001 it was accredited and granted state status by the Government of RA. He is married and has two sons.
