A military and political figure, statesman, lieutenant-general (since 1996), Hero of Artsakh (8.05.1997). He was born on March 5th, 1965 in Stepanakert. In 1982 he finished Armenian secondary school # 7 after Eghishe Charents in Stepanakert. From 1983 to 1985 he served in the military contingent of the USSR located on the territory of former German Democratic Republic. In 1988 he enlisted in the struggle for the liberation of Artsakh. From 1989 to 1991 he was one of the underground leaders of armed resistance, commander of Stepanakert second Volunteers Company, a member of Stepanakert underground central headquarters, a deputy general commander of Karabakh self-defense detachments (Artsakh Liberation Army).
In June 1991, during carrying out of the operation called “Koltso”, he was arrested by the command of internal forces under the USSR Ministry of Internal Affairs with the charge of violating the passport regime and was imprisoned in Shushi and Baku.
From March to August 1992 he was a member of the Defense Committee by the Council of Ministers of NKR /thereafter Self-defense Committee/, he was also a deputy commander of NKR Self-defense Forces, from August 1992 to April 1993 deputy chairman of Self-defense Committee, from October 1992 to November 1993 commander of Self-defense Forces, simultaneously, from April to November 1993 acting chairman of Self-defense Committee, from November 1993 to December 1999 the first commander of NKR Army of Defense, simultaneously, from January 1995 to August 1999 the first Defense Minister of NKR.
He was a member of NÊR State Committee of Defense (1992-94), a deputy of the first convocation Supreme Soviet of NKR (1992-95), a member of the Government and the Security Council by the President of NKR (1995-99).
S.Babayan carried out coordination of operations in the defensive areas of Karabakh, participated in the development of Shushi liberation plan (8.05.1992) and was the commander of Lachin direction which was the most important of the main four directions. From 1993 to 1994 he worked out the military plans and was at the head of liberation fights in the districts of Qelbadjar, Martakert, Aghdam, Zangelan, Djebrail and Fizuli (1993 - 1994). As a result of this, a stable land communication between NKR and the Republic of Armenia was created; there was established a ceasefire, liberated territories went under the control of the Army of Defense, safety zone was formed around NKR.
From 1992 to 1994 he participated in the negotiations for establishment of ceasefire on the front, from 1992 to 1999 participated in international negotiations for the settlement of Nagorno – Karabakh conflict, particularly, on May 11th 1994, as an official representative of NKR: Commander of the Army of Defense, he was the last (after the Defense Ministers of Azerbaijan /on May 9th/ and the Defense Ministers of Armenia /on May 10th/) to sign the document establishing ceasefire, which entered into force at 00.01 a.m., May 12th 1994 and remains in force till today.
On May 9th 1995 and 1997, as a Defense Minister of NKR, he accepted the parades of NKR Army of Defense in Stepanakert.
After ceasefire Samvel Babayan headed works aimed at realizing control above liberated territories, construction of the army of NKR, formation of modern efficient army, improvement of the social status of soldiers and their families. From 1998 to 1999, as a member of the Government, took direct and active participation in the realization of reforms in the administration of NKR, the structure of local government, financial - budgetary and judicial - legal systems, in the fields of industry, agriculture, education, science and culture, in the development of numerous laws and bills.
In 2000 has been unreasonably convicted and sentenced to 14 years of imprisonment.
In September 2004 has been released after 4, 5 years of imprisonment.
S.Babayan has been awarded with army ranks: lieutenant colonel (1992), colonel (1993), major general (1994) and lieutenant general (1996).
He has been awarded with a medal of NKR “Golden Eagle” (1997).
In November 2004 he set up an information – analytic non – government organization "Khachmeruk" in Yerevan.
In November 2005 he founded "Dashink" Party with his supporters.
He is married, has three children.
