Ishkhan Khachatryan was born on April 12, 1969 in the city of Vedi.
1987-1989 he served in the Soviet Army.
1989-1991 he studied at Ararat Industrial-Technological technical school pluralistically.
1990 - 1991 he worked as a deputy director at Vedi factory of low voltage electro-apparatus.
In 2005 he graduated from St Petersburg Institute of Foreign Economic Relations, Economy and Law.
In 2003 he was elected at Vedi City Elders' member.
2004-2008 he worked at Vedi Municipality, where he occupied different posts.
On May 8, 2008 he was elected a deputy to the National Assembly through proportional electoral system from the party Country of Law. He is a member of the political board of the Country of Law Party.
He is married and has one child.
