Hrant Bagratyan – leader of the market economic reforms of first generation in Armenia. These reforms by the World Bank (see “Armenia: Caucasian tiger” (May 2006) have been qualified as the best in post-soviet area (including Baltic countries). During Bagratyan’s staying in the Government price liberalization, land reform, privatization of small and medium size businesses have been realized. He also initiated tax, custom and banking reforms (formation of an independent central bank in January 1994). In the first half of 90’s of XX century he succeeds to increase the specific weight of the private sector in the countries GDP from 13 to 78%. He initiated the reconstruction of the Armenian nuclear power station. Thanks to this an interrupted electricity supply for population was available starting 2005. Bagratyan’s Government has a key role in the victory of Karabaghy war in 1993-1994. He was also the head of military-industrial commission at the Government of Armenia. Bagratyan initiated the relocation of the Armenian refugees from Azerbaijan in the Lachin region.
