Born in 1972, Leninakan city, Armenia.
In 1989 finished the Leninakan secondary school N1.
In 1994 graduated with excellence the Law Faculty of the Armenian State University,
and afterwards the post graduate school of the same University.
In 1997 passed a dissertation on “Legal State: General Description, Principles of Organization and Activity Directions”. Candidate of Law sciences, assistant professor. May 1994 - February 1999, worked in RA President Administration. In February 1999 was appointed Justice Deputy Minister.
Has a classification grade of state counselor of 3rd class of justice.
In January 15, 2002 was appointed RA CSC Deputy Chairman on the Decree of the RA President for five years.
Author of two works and more than 10 scientific articles.
