Simon Vratsyan was an Armenian political figure, ARF leader.
He was the fourth Prime Minister of the Democratic Republic of Armenia. In 1918 he was elected South Caucasian Sejm, and in 1919 ARF Bureau member.

In 1918 in the structure of the South Caucasian delegation he participated in Turkish-South Caucasian negotiations in Batumi.
After the establishment of Soviet rule in Armenia he was banished abroad.
